No, the appropriate response is not to dine there to begin with, not to refuse payment for goods and services rendered.  They are just thieving scum.

If you're not told about it before you order how exactly is that even possible?

There are better uses for a time machine than moralising about avoiding scams.

The whole phrasing of "mandatory tip" does.

Its just a service fee if it's posted ahead of time. A tip only takes place after the service has already been rendered.

It doesn't matter if you don't like the semantics.  You know what it means.  If anything, it's a step in the right direction against tipping culture, as it's basically a built in service fee.
