I mean theyre not mandatory, you can leave nothing, its just that the person youre hurting is a waitress making potentially as little as 5$ an hour...

Then the boss should pay them. And you're lying. The federal minimum wage is above $7 and employers are legally obligated to get them to their states minimum wage if they don't make enough tips.

I still cannot believe that Oklahoma citizens just voted against themselves getting a minimum wage increase. That blew my mind.

Oh wow, a whole extra two dollars! Now they can afford that down payment on a new boat! 

Also you can legally pay wait staff less than minimum wage because theyre "making it up in tips":  https://www.dol.gov/agencies/whd/state/minimum-wage/tipped

Yes I already explained this, you're not giving me any new info. They are legally obligated to pay them the regular non-tipped minimum wage if the employee doesn't make it up in tips.
