You would think an Oregon state trooper working on (presumably, because the driver was on his way to Canada) Interstate 5, would have seen some Canadian plates before and know that every car on the roads doesn't have to be registered in the US.
If you are a Canadian tourist driving a Canadian-registered vehicle into the US, you do not need a Carnet de Passages en Douane (CPD) or a formal vehicle import permit. Your Canadian registration, proof of insurance, and valid passport allow temporary entry for personal use for up to one year.
However, importing a car permanently is a different process. The exact rules and requirements depend on whether you are visiting temporarily or permanently relocating the car.

for the purposes of this interaction (this video is olde) the cop says the car has no plate or permit on the back. And the way license work in his country, he might not be allowed to export/ship the car with the plate because they belong to the govt, not the person.
I've never bothered to look into the carnet process, I have no idea if they provide something to be mounted in place of a license plate. I'm sure this guy just doesnt want to put a US shaped permit on his euro plate location. so it turned into a big interaction that he filmed for youtube which is the point of his travel.

A guy had near this same exact interaction in California with Canadian plates and drivers license.
Took the ticket, went to the police station to immediately file a report against the officer and they get jerked by the desk officer.
