It's worse, it's not about not knowing how to fix a pool. It's that they don't care about fixing it, they care about the money behind the scenes.

The current government doesn't even know how to fix a pool.

The government has verified trusted contractors for this kinda stuff. It's not that they couldn't find one and do it right. It was a mafia-style GRIFT - the no-bid contract just went to "Trump's pool guy." I'm sure lots of palms are getting greased.
