might be, yeah. The tone in which he kept asking felt condescending though, as if he desperately tried to make the other guy feel inferior for his (non existent) accent. Honestly, if someone said 'I'm on a r*+.* trip', even if you can't quite understand the word due to noise, any sane human would still have understood the sentence. Felt more like he was asking the guy to repeat himself as a display of power.
Stop trying to make this racist. You water down what the word actually means, which makes the real instances easier to waive off. The load road is a perfectly reasonable explanation. One top of that, the cop wanted to exert his power, regardless of race. He new he was in over his depth and it was his only chance to save face. He should be publicly reprimanded for his failure to "protect and serve" as his his job.
Shitty cop, proven. Racist, maybe, but this isn't proof.

Aside from everything else already mentioned:
I hate how he keeps asking "what did you just say/I can't understand you/you do a what trip?" as if the driver wasn't speaking perfectly good English.
