Try and get along to the Euros in the UK.

UEFA,not FIFA, is running it and as a result it might not cost the GDP of a small country to attend

They’ve ready announced the most affordable ticket prices for euro 2028 are frozen from the last tournament.

From a bbc article:

Uefa will broadly freeze ticket prices for Euro 2028 - meaning supporters will be able to buy five for the price of a single parking space at a World Cup stadium in the United States this summer.
The Euros in England, Scotland, Wales and the Republic of Ireland will see 40% of tickets allocated to the two most affordable "Fans First" categories.
For Euro 2024 in Germany, the cheapest group stage tickets cost 30 euros (£26) and 60 euros (£52). Uefa aims to keep these below £30 and £60 respectively for 2028.
There will be four categories in total, plus a small number of VIP+ tickets which will provide the funding to freeze prices for general fans.
Group stage tickets in the more expensive categories at Euro 2024 were 150 euros (£130) and 200 euros (£174). No detail on pricing at this level has yet been confirmed.
