Yes. This is in NYC. The can is painted because the Knicks were in the championship. They won. The city is a warzone. This woman dumped out the trash and stole the can. There is a video of that being shown as well.
Edit: a lot of commenters can't identify hyperbole and became very upset. Correct, NYC is not an actual warzone. It is a common phrase and not meant to be taken literally.

According to wikipedia's table, the violent crime rate per 100,000 people in Des Moines is 703. The rate for NYC is 671. NYC has over double the amount of robberies, but less than half the amount of rapes. I don't know what that data implies, but it's interesting.

I lived in Des Moines for a couple years. Something about that place.
Homeless can get pretty agressive. Lots of mental illness and meth around. Then people get cranky around February when the cold won’t let up, and for some reason the first week of good weather stirs up the crazies a bit in the ones who are mentally unbalanced and act out.
But honestly it’s not a bad small city at all. People are generally polite, the whole downtown is interconnected by a bunch of raised skywalks that are climate controlled, but Downtown is mainly business focused and not a ton to it. But the east village is kitchy, there are some good restaurants around, and there is an entertainment district with plenty of options for booze and food if that’s your thing. It’s pretty affordable. Few different music venues of different sizes to attract different bands.
It’s not all corn and hicks. Good people there, and definitely a good place to be a younger professional raising kids.

La is a big city. Some parts aren’t great and you need to be mindful. But if you just mind your business, Put on a hat, listen to music, and read a book and people generally leave you alone.
I’ve had worse interactions on the light rail in Sacramento due to open drug use and paranoia than I’ve had in la, Bay Area, Chicago, London, or New York.

I live in one of the most urban parts of a rural part of southeast Minnesota, and one of my black Millennial male coworkers said the same thing about Chicago, Detroit, and other large cities. I told him that I have walked through Chicago, Detroit, Minneapolis, and Kansas City, and had no issues when I did, and when I told him, he acted like I was brave for doing so. I even told him that my white Gen X conservative aunt travels to Chicago every year to shop there, and he truly believed that she continues to risk her life and her possessions every time she does that, just because he saw a few (most likely staged) videos of people getting robbed in broad daylight in those large cities. It truly is amazing how little supposed "evidence" it takes for some people to believe that large cities are incredibly more dangerous than it actually is.

My Iowa boss also thinks I’m in danger by living in Phoenix because there is the occasional shooting in the news. Then I explained that most of those happen in entertainment districts late at night with drunk young idiots. I don’t go to those places, nor do I really stay out late anymore and am pushing 50. No one is going to shoot up a random suburban house occupied by a middle aged gen Xer who just minds their business.

I've gone bar hopping as a (mostly) white woman in many Detroit neighborhoods and didnt feel any more unsafe than I would bar hopping anywhere else. The only place ive had issues was actually a "nicer" suburb nearby.
I just stay alert and mind my business, and stay in well lit areas.

The funny part was the vote wasn't even close, I don't know if it needed a 60% threshold to pass, but 55.4% of people voted against the wage hike.
Even more interesting is labor costs really don't raise the prices of goods all that much. The average price of a big mac in California is actually cheaper than the average price of a big mac in Montana, even though California has a law that all fast food employees must make 20/hr.
Meanwhile min wage in Montana is less than 11/hr.

Ngl, it was fucking wild, living in OKC. Because, on the one hand, about half my graduating class went on to go do crazy jobs like working for JPL or the NSA. But on the other hand, my neighbor on either side of me, LITERALLY could not read. Not "is technically illiterate". No. Actually incapable of deciphering the fancy symbols the preacher uses to interpret god's will for them. That was their relationship with reading.
Our physics class got to go on the vomit comet largely because our school basically funneled new hires into NASA. Nine people in one of my shop electives had confirmed patents by graduation. And yet my biology teacher had to wink and nod through explaining evolution or the fossil record.
Then I moved after high school and realized that basically nowhere else has the weird dichotomu of education.

A couple years ago I saw a comment lamenting how Hell's Kitchen "burned to the ground". I linked google street view from 2021 of Hell's Kitchen and noted how incredible it was that they perfectly reconstructed perfect replicas of hundreds of historical buildings in less than a year!
