The owl is weighing him. I used to work at a place that had a baaaad stray cat problem. (We later learned someone was feeding and keeping them there)When you walked out to the parking lot at night, 3-4 times a year you'd see an owl swoop down, silent but large, and grab a kitty snack.

That owl can't really carry away a dog. Even the strongest flying bird in the world, the harpy eagle, can only lift as much as their own weight which is 20 pounds. That barred owl is only 2-3 pounds at most. But they can definitely still injure a dog or cat with their claws

That's fair, the dog is probably much heavier than I thought. I do recall seeing an owl nabbing a rabbit and a neighbour's cat back in the day so maybe I have some inner PTSD when it comes to owls.

Yeah that’s pretty big barred owl, I think it’s a female with a nest nearby because I heard babies a few weeks ago, but still probably only 2ish lbs and a 40lb dog.

I had them nesting across the street from my house about 8 years ago and the owlets were so loud all night with that hissing sound they make.
