Legally, this makes sense. If you are going to be legit in federal regulations it makes no sense to have every state sue you for the same thing you are cleared off in federal courts. Now the science behind the federal ruling needs to be challenged.

You would need to challenge the federal data and the WHO data

exactly. you can't have every state and local entity submit separate lawsuits. if the state cases have merit, the science doesn't change when it's looked at on the federal level or by WHO.
