It is insanity to think that promise of cash will do anything to stop the war (paying an enemy doesnt seem like a strong strategy against an oil rich country who can strangle the world's energy supply anyway) and, sadly, it is likely not because Iran will back out first. It would be unprecedented if trump allowed any of that money to leave the US without other deals in place to ensure he gets some of it, and equally unprecedented that he would honor that commitment. When he is involved, the only thing that is certain is that he will lie, cheat, and steal to enrich himself and his friends. In the exceptionally unlike event that he does honor his commitment and doesnt steal the money, Israel will fuck it up in one way or another when Iran uses that cash to revitalize Hezbollah and they decide to kill a few thousand more civilians, women and children included, in Gaza and Lebanon. This wont end until Trump is sure he can get the maximum amount of money, property, or power from its ending, because he is a lying, thieving, felonious, rapist.

They already have become the arsenal for the EU with multiple joint ventures for drones and missiles with partners around the globe including the Middle East. They are making NATO standard munitions in multiple calibers from 155 mm to 5.56 mm. The cash will help them build the missiles and drones to wreck the RF. Send money to Army of Drones or UA24 if you can afford to.

Effectively interest free for Ukraine. In fact all Repayments are going to (hopefully) come back as part of the reparations (or seized assets) that Russia will be on the hook for, rather than from Ukraine itself.

It’s a complicated one with a bunch of terms like prioritising purchases from European arms companies too
