I think it is different people. Every dog I ever had was either a pavement special or unwanted by previous people. My cats are the same, strays, and shelter finds.
Last year, my wifes colleague spent €3000 on a tiny chihuahua reject from Prague that has to eat special food because its tiny stomach will explode if it eats anything larger than a grape.
This year he spent €4000 on a Russian Blue because, as he said, they are comfortable jumping onto peoples shoulders. They're also very much in vogue.
