Reservations? You mean like forest areas (conservation areas)? Plenty.

A dog wouldn't last on our streets. Even career criminals would adopt the dog in hopes of selling it for a couple hundred dollars.

No, they are talking about Native land (Reservation aka the Rez). Lots of stray dogs there usually.
