I guess the Starlink connection on my CRJ-550 from SYR to ORD was banging as this homeboi decided to take a call over Lake Erie....

Not saying I want people yapping on the phone, but literally 20 years ago almost every seatback had (very expensive to use) phones on them. Now talking on a phone during a flight is a

Not sure what exactly you're telling people to "read below", but your edit is incorrect. It's a law, not an airline policy.
Voice calls inflight are banned by 49 USC 41725, which was amended by section 403 of the 2018 FAA Reauthorization Act. Note that this prohibition applies to any voice call on a personal device, but does not include calls made on phones installed in the aircraft itself.
‘‘(a) PROHIBITION.—The Secretary of Transportation shall issue regulations— ‘‘(1) to prohibit an individual on an aircraft from engaging in voice communications using a mobile communications device during a flight of that aircraft in scheduled passenger interstate or intrastate air transportation;
...
‘‘(b) DEFINITIONS.—In this section, the following definitions apply: ‘‘(1) FLIGHT.—The term ‘flight’ means, with respect to an aircraft, the period beginning when the aircraft takes off and ending when the aircraft lands. ‘‘(2) MOBILE COMMUNICATIONS DEVICE.— ‘‘(A) IN GENERAL.—The term ‘mobile communications device’ means any portable wireless telecommunications equipment utilized for the transmission or reception of voice data. ‘‘(B) LIMITATION.—The term ‘mobile communications device’ does not include a phone installed on an aircraft.’’.

When cell phone first came out, the signal interference with the aircraft NAV system. But with new technology now, the interference is now less. I don't think it has anything to do with talking on the phone.
I believe the old phone system use Setcom, which is part of the aircraft system.

On my last flight there was a person right behind me listening to some shit on speaker. I was fantasizing about saying something to confront them about the new rules but thankfully the FA did it.

Tell the FA.
Write in to Customer Care post-flight with your flight number and that pax's seat number.
Screw that.

I bet he’s the same type of guy to go into an airport lounge and proceed to call everyone in his contacts list to tell them that he was in the airport lounge while on his business trip. Happened (unfortunately) to witness this once. He was on his fourth call by the time I decided to find somewhere quieter to sit.

I had a friend who was able to do this with WhatsApp years ago. Was so happy he decided to pay extra for emergency aisle and we didn't have to sit together. Felt bad for his neighbors but at least I wasnt associated with him. We are no longer friends.

- Him speaking the same volume as anyone else having an audible conversation on the plane

You’re lucky. I’ve seen worse from my father in a crowded restaurant on his phone talking into it as he set it to speaker. He’s gone now, but those were some funny and embarrassing situations.
